I've decided to create such weather "glitch" which happens inside main character's head, considering his mental problems.
From the very young age I'm fond of "nasty" weather. Imagine my face when I've got acquainted with Silent Hill :d So I'm going to use more of this beautiful mood in my games.

Not sure if I would able to live in a place with such grumpy weather, but in games it looks awesome!
